Well if you know how and you're using Photobucket or something, it just won't show up because the site is blocked.
Otherwise...
1) Customize.
2) Add a page element.
3) Picture: Add to blog.
4) Type in a title and/or caption.
5) Browse from the computer or paste the URL into that bottom box.
Yay pictures. :)
